Argument stgMode can be passed when starting Configuration manager (CMG):

ISaGRAF -stgMode=0
=> no autorestore for resources, i.e. even if resource code exists on the disk (or flash...), the configuration manager won't start the Virtual machines.
-stgMode=1
=> autorestore for resource (default mode)

Note that the command line above is working on Windows NT.
